Pre-Storm Property Documentation Services

Effective date: October 17, 2026

Welcome to Florida Flood Photos. Our goal is to help homeowners prepare for potential hurricanes, flooding, and other property damage by documenting their property's existing condition, construction characteristics, building materials, improvements, and features before a damaging event occurs.

This Disclaimer & Disclosure explains the purpose, scope, and limitations of the services offered through Florida Flood Photos. By purchasing, accessing, or using our services, you acknowledge that you have read and understand the disclosures below.

1. Purpose of Pre-Storm Documentation

Florida Flood Photos provides property documentation services designed to create a record of a residential property's observable condition and characteristics at the time of an inspection or documentation session.

Depending on the service selected, documentation may include:

  • Photographs of interior and exterior areas of a property.
  • Photographs of individual rooms, finishes, fixtures, and building features.
  • Documentation of visible construction materials and components.
  • Records of observable property conditions before a storm, flood, or other damaging event.
  • Photographs and descriptions of visible improvements, renovations, upgrades, and additions.
  • Documentation of appliances, cabinetry, flooring, countertops, doors, windows, and other property features.
  • Homeowner-provided information, receipts, and supporting records.
  • Digital storage and retrieval of collected records, where included in the selected service.

The purpose of this documentation is to help establish a historical record of the property's observable condition before damage occurs.

These records may be useful when communicating with insurance companies, contractors, building officials, appraisers, engineers, attorneys, or other professionals following a damaging event.

Pre-storm documentation is intended to support future property evaluations. It does not guarantee that any insurance claim, appraisal, permit application, FEMA determination, or other request will be approved.

2. No Guarantee of Future Outcomes

Florida Flood Photos makes no representation or guarantee that photographs, inspection records, or other collected information will be accepted as sufficient evidence by any insurance company, government agency, municipality, contractor, court, or other third party.

Acceptance of documentation is determined by the applicable organization, program requirements, governing regulations, and circumstances of the individual case.

Florida Flood Photos does not guarantee that its documentation will establish the exact condition of every component, prove the original cost or age of every improvement, establish a property's precise value, satisfy every documentation requirement, or establish eligibility for disaster assistance, insurance benefits, permits, or other approvals.

Customers should retain their own copies of important records and consult appropriate professionals concerning specific legal, insurance, permitting, or regulatory requirements.

3. Nature and Limitations of Inspections

Unless expressly stated in a separate written agreement, Florida Flood Photos inspections are limited to visual documentation of reasonably accessible areas and observable property characteristics.

A standard documentation inspection is not a comprehensive home inspection, structural engineering evaluation, environmental assessment, code compliance inspection, or destructive investigation.

Certain conditions or components may be concealed, inaccessible, obstructed, or otherwise not visible. Florida Flood Photos does not undertake to identify hidden defects or determine the condition of concealed components unless expressly included in a separate written scope of services.

Photographs and descriptions reflect observations made at a particular point in time. They should not be interpreted as certification that the property is free from defects, deterioration, moisture intrusion, mold, structural concerns, or other conditions that may not have been visible during documentation.

The property may change after the documentation date because of ordinary wear, maintenance, renovation, deterioration, weather, water intrusion, or other circumstances.

4. Property Information and Owner-Provided Records

Information provided by homeowners, including the age of improvements, renovation dates, construction details, material descriptions, receipts, permits, and other supporting records, may be included in the documentation.

Unless independently verified and expressly identified as verified, such information is recorded as owner-provided or otherwise unverified information.

Florida Flood Photos does not guarantee the accuracy or completeness of information supplied by a property owner or another third party.

Customers are encouraged to provide supporting records, including invoices, permits, contractor agreements, warranties, product information, and photographs of improvements.

5. Photographic Records and Their Limitations

Photographs provide a visual record of conditions visible from the locations and perspectives captured during documentation.

Photographs may not show every feature, defect, dimension, material layer, or relevant condition. Lighting, accessibility, furnishings, personal belongings, obstructions, camera positioning, image quality, and other factors may affect what can be observed.

Photographs alone may not establish the exact installation date, remaining useful life, replacement cost, original cost, or market value of a building component.

The absence of a photograph depicting a particular condition or component does not establish that the component was absent, defective, damaged, or in a particular condition at the time of inspection.

Customers are encouraged to review their documentation for completeness and promptly report apparent omissions or inaccuracies.

6. Actual Cash Value (ACV) Appraisals

Pre-storm documentation services and actual cash value (ACV) appraisal services are distinct services.

A pre-storm documentation package may provide useful historical information to an appropriately qualified professional conducting a subsequent property evaluation or ACV appraisal.

However, a documentation package is not, by itself, an ACV appraisal, a determination of depreciation, an insurance coverage determination, or a calculation of the amount payable under an insurance policy.

Where separately engaged and agreed upon in writing, appraisal services may involve additional inspection, analysis, research, calculations, and reporting.

Any ACV appraisal or valuation opinion will be subject to the scope of the applicable engagement, available information, relevant professional standards, and any requirements governing that particular assignment.

Florida Flood Photos does not guarantee that a subsequent appraisal will produce a particular value or that an insurance company or other third party will accept a particular appraisal conclusion.

7. FEMA, Flood Damage, Permits, and Building Regulations

Florida Flood Photos' documentation services are not an official FEMA inspection, flood determination, substantial damage determination, substantial improvement determination, or governmental approval.

FEMA, local floodplain administrators, building departments, and other authorities may apply different requirements depending on the property, the type and extent of damage, applicable regulations, and the circumstances of the project.

Local officials may require additional information, professional evaluations, cost estimates, permit applications, or other documentation.

Customers are responsible for confirming applicable requirements with the appropriate local authorities and determining what documentation is needed for their particular property and proposed repairs.

Florida Flood Photos does not guarantee that its documentation will satisfy FEMA requirements, local floodplain management requirements, building codes, permitting requirements, or any other regulatory obligation.

8. Insurance Claims and Coverage Decisions

Florida Flood Photos does not act as an insurance company and does not determine whether a particular loss is covered under an insurance policy.

Unless expressly authorized under a separate written engagement and applicable law, Florida Flood Photos does not provide insurance adjusting, claims representation, legal advice, or coverage determinations.

The existence of pre-storm photographs does not establish that a subsequent loss is covered by insurance or that a particular amount will be paid.

Insurance coverage, deductibles, depreciation calculations, exclusions, limits, and claim payments are governed by the applicable insurance policy, relevant facts, and applicable law.

Customers should direct questions concerning coverage and claim requirements to their insurance company, licensed insurance professional, or attorney, as appropriate.

9. Digital Storage and Data Retention

Certain Florida Flood Photos services may include digital storage of photographs, reports, and related property records.

Storage availability, retention periods, retrieval procedures, fees, and other service conditions depend on the service purchased and the applicable service agreement.

Although Florida Flood Photos will use reasonable measures to maintain the availability and security of stored records, no digital storage system can be guaranteed to remain available or free from data loss, unauthorized access, technical failures, or service interruptions.

Florida Flood Photos does not guarantee permanent storage, uninterrupted access, or indefinite availability of records unless an applicable written agreement expressly provides otherwise.

Customers are strongly encouraged to download and maintain independent copies of their documentation in a secure location.

Any specified storage period and renewal requirements will be disclosed in the applicable service description or agreement.

10. Privacy and Property Access

Florida Flood Photos may collect photographs, property information, contact details, and other information necessary to provide its services.

Photographs may include interior spaces, personal belongings, building features, and other information associated with a residence.

Florida Flood Photos will handle collected information in accordance with its applicable Privacy Policy and service agreements.

Customers should remove or secure sensitive personal documents, financial records, identification documents, valuables, and other private items before an inspection.

The customer represents that they are authorized to arrange the inspection and permit the agreed-upon documentation of the property.

Florida Flood Photos will not intentionally enter areas outside the agreed inspection scope without appropriate authorization.

Please consult the Florida Flood Photos Privacy Policy for additional information regarding the collection, use, storage, disclosure, and protection of personal and property information.

11. Limitation of Liability

To the extent permitted by applicable law, Florida Flood Photos is not responsible for decisions made by insurers, governmental agencies, building officials, contractors, appraisers, engineers, attorneys, or other third parties based on documentation provided through its services.

Florida Flood Photos does not guarantee that its documentation will prevent a dispute, eliminate the need for additional inspections, establish liability, or produce a particular financial or regulatory outcome.

Florida Flood Photos' responsibility, if any, for errors, omissions, service interruptions, loss of records, or other claims arising from a purchased service will be governed by applicable law and the terms of the relevant service agreement.

Nothing in this disclaimer is intended to exclude or limit liability where such exclusion or limitation is prohibited by law.

Any additional limitations of liability, exclusions, or remedies must be set forth in the applicable service agreement and comply with applicable law.

12. Customer Responsibilities

Customers are responsible for:

  • Providing accurate property information to the best of their knowledge.
  • Ensuring Florida Flood Photos has appropriate authorization to access and document the property.
  • Reviewing available documentation and reporting apparent errors or omissions.
  • Maintaining independent copies of important photographs and records.
  • Updating their documentation after significant renovations, improvements, or changes to the property.
  • Confirming the requirements of insurers, government agencies, and other relevant organizations.
  • Obtaining professional advice when required for insurance, permitting, construction, valuation, or legal matters.

Pre-storm documentation should be updated periodically and after significant property improvements to help maintain a useful historical record.

13. Service Descriptions and Separate Agreements

The precise scope of services depends on the package purchased.

Some packages may include an on-site inspection, photographs, written observations, digital delivery, or specified data storage. Other packages may involve homeowner-directed documentation or self-guided photo uploads.

No service should be understood to include an inspection, appraisal, certification, report, storage period, or professional evaluation that is not expressly included in the applicable service description or written agreement.

If this disclaimer conflicts with a separate signed service agreement, the documents will be interpreted in accordance with applicable law and the terms of the agreement.

14. No Legal, Insurance, Engineering, or Tax Advice

Information published on the Florida Flood Photos website is provided for general informational purposes.

It is not a substitute for advice from a qualified attorney, licensed insurance professional, structural engineer, contractor, accountant, or other appropriately qualified professional.

Customers should seek professional advice regarding their individual circumstances before making decisions concerning insurance claims, construction, property damage, permitting, or financial matters.

15. Updates to This Disclaimer

Florida Flood Photos may revise this Disclaimer & Disclosure as its services, policies, or applicable legal requirements change.

The updated version will be posted on this website with a revised effective date, where appropriate.

Customers are encouraged to review this page periodically.

16. Acknowledgment

By purchasing or using Florida Flood Photos services, you acknowledge that:

  • Pre-storm documentation records observable conditions at a particular point in time.
  • Documentation services have defined scopes and limitations.
  • Photographs and records do not guarantee insurance coverage, FEMA approval, permit approval, or a particular appraisal outcome.
  • Digital records should be independently backed up.
  • Separate appraisal, inspection, or professional services may be necessary depending on your circumstances.

Florida Flood Photos' purpose is to help homeowners preserve useful records of their property's condition before a damaging event occurs. These records may assist with future evaluations, but they do not replace the independent decisions, inspections, determinations, or approvals of insurers, government agencies, or other qualified professionals.
